Well,
the word is not complete, it could have been purposely cut out on the side. Those who cut it didn't think the word will become meaningless due to the cut.
It could have also been written to say something different: Saamuu malee (without robbing), which makes it at least gramatically more meaningful).
Mind is not called sammu, rather sammuu, don't make yourself even more funny than the banner itself.
Any how, was the banner conceived to counter the other banner that littered the streets of western cities around the summer of 2020, which goes like "Abiy Must Go" (unclear of it was meant to say forward or backward, but the PM seems to have chosen the better alternative and moved himself forward and defeated the TPLF within just weeks), after "Must Go" trash.
