It is a very good point. In modern policing the most effective way of serving people and building public trust is called community policing. The police should have full representation of the people that it serves and protect. Meaning as the above person mentioned it has to come from the community it self.
This i mean the current form of policing was practiced under apartheid and Jim crow of the 60 in USA. This kind of police force is used to protect certain groups interest and suppress others. Abebech abeba has three kind of police forces representing different peoples in Addis Ababba administration.
The first one is the special police established by the Thief Takele Goma to protect him and his cronies and loots. This police force is paid by the Addis tax payers but it is a facilitator, it facilitates corruption with impunity and protect peoples who acquire stolen house through illegal ways and commanded by the mayor itself out of his mandate. We can say it is a gang.
The second is the old Addis Abebba Police force, which is deliberately underfunded since TPLF so that it is not attractive to Addis youth to join it and even if they want to join they are discourage because Addis youth are considered sympathetic to ward their peoples. These was clearly shown during the dead Agame junta Meles time, he transferred the addi ababa police's command to be under federal command during 1997 election. However, those who are joining Addis police from other regions, will be paid from their region as par dime as well as from addis ababa police there fore they got double pay than who are from Addis Ababa this is systematic discrimination against Addis youth.
The third and the largest of all is the Galla only police and traffic police force that is increasingly visible and aggressive to war Addis residents and illegally commanded by Shameles Abdisa. This police is completely foreign to Addis public with 100% representation the Galla and it is here to protect the invaders
, impoverish adis ababan drivers by stoping and collecting money illegally, to protect land grabbers, Querros even in the prison, and cadres at different level of the Galla administration and intimidate and harass the locals.
Addis residents in Addis Ababa should stay vigilant and vote them out in the coming election in order to do that the Addis youth should actively participate don't be a bystander and organized, do not be intimidated. Do not be fuelled by the current Adanech abebe false promise about the condominiums unless and other wise they bring the corrupts to justice quickly.

አማራ እነ ልደቱን በጥንቃቄ ማየት አለበት: ለአማራ የሚጨምሩት ነገር ያለም ኣይመስልም:: አማራ ስቃዩን ሲያይ የነበረው እንዲህ ባሉ ሰዎች በሚያራምዱት አቅዋም ነው::

No the problem is not lack of budget the problem is as i mentioned it above the main purpose of the Addis Ababa police force is to suppress its resident not to serve. The police budget is divided in ethnic line to benefit the Galla as they claimed special benefit over Addis Ababa. We have one and only one law in the country then why do we need a Gall police commission in Addis Ababa? why do we need a third like private police force in Addis Ababa? We do not need to build a police force for every ethnicity in Addis Abbaba.
The current police force should be defunded actually and restructured based on their knowledge of the city and community. When i was a kid police man/women were my friends father and mother. We know them they were our neighbors we do not afraid of them because they were part of our community. That should be the way to go. Especially the police force should look like it community then it can protect it. However, now the mayor doesn't know a hoot about Addis probably this was her first time to be in big city. The same goers for the previous ambo gala Takele and we have seen the result when a mayor is not from the city that it administer.
So the problem is to disband this alien police forces and send them to their local region and try to attract Addis youth to join the police force.
