It looks like PIA refused to attack from the North and that is the main reason for the confusion and the drastic changes.
Abiy Ahmed found out that PIA was just giving him lip service and when a push comes to a shove, PIA forgot all the bravado and is as quite as a church mouse.

Both your points are valid. What I think happened is that, although the operation was set to begin which coincides with the US elections, the weyane preemptively disabled the Northern Command and confiscated those long range missiles and heavy weaponry. That changed the equation making both Issu and Abichu at a disadvantage early on.
Now that the swift conclusion anticipated has become obsolete, it's back to the drawing board for Issu and Abichu for a much longer operation yet to come. Issu has no choice but to play it safe and act like he was not aware; he just woke up and Saba told him what just happened etc.etc.
