Under development is not limited to Oromo peoples only. In Ethiopia 90% needs clean water, electricity, basic health, education, justice and equal representation so on. For that matter even many areas in addis ababa it self doesn't have clean water.
Every natural resource in the country can not be owned by individuals or companies. Yes you can built an infrustracture to utilize the resources as long as you get permision from the government.
