This Day in Eritreas History.

On Jan 29, 1952, the UNGA adopted Res A/RES/530 on "Economic & financial provisions relating to Eritrea."

The Res decided that Eritrea shall receive, w/out payment, the movable & immovable property located in Eritrea owned by the Italian State.

The property the UNGA referred in this Resolution included;
-The public property of the State;
-The inalienable property of the State;
-The property of the Fascist Party and its organizations
-The alienable property of the State;

The property belonging to the autonomous agencies (aziende auto-nome) of the State which are:
-Ferrovie dell'Eritrea
-Azienda Speciale Approvigionamenti
-Azienda Miniere Africa Orientale (AMAO)
-Azienda Autonoma Strade Statali (AASS);

The Res. stated that it did not restrict the right of the Admin Power (Britain) to make, during the period of its admin, such dispositions of propertywhether limited to that period or otherwise, as may be required by law or may be appropriate for the good government.

...of the territory, or may be necessary for the implementation of the present resolution.
However, the Resolution did not give Britain the power to dispose what the British Mil Admin disposed between 1941 and 1952; which is worth around 3 billion pounds in today's value.

The UNGA Res required Italy to continue to be liable for the payment of civil & military pensions or other retirement benefits, earned as at the date of coming into force of the Treaty of Peace with Italy and owed by it at that date.

It’s become common for Ethiopian journalists to ask politicians about their stand on Eritrea’s sovereignty & for some political parties to take a stand on our sovereignty. Would they take a stand on the sovereignty of Somalia, the Sudan, Djibouti & Kenya?

Here are some facts...

On the Sudan:
In May 1897, Emp Menelik wanted recognition of historic frontiers and stated;

... if God grants me life and strength to re-establish the former frontiers of Ethiopia as far as Khartoum and down to Nyanza with all Galla country.

On Somaliland:
Menelik II’s proclamation of May 1909 to Ethiopian nobles that the Emperor summoned to his palace,

I determined what belongs to the government and the citizens, and the Indian Ocean is my boundary.

On Somaliland:
In 1945 Emp. Haile Selassie, fearing the possibility of British support for a separate Somali state that would include the Ogaden, claimed Italian Somaliland as a "lost province."

In his letter to Pres Truman dated April 4, 1946, Emp Haile Selassie requested US support at the a peace conference for Ethiopian claims to Italian Somaliland & Eritrea.The letter was handed to Truman by the Eth Min, when he presented his credentials on May 15, 1946.

On Djibouti:
In 1897 France promised to Emperor Menelik that

if ever France should leave Djibouti, it would be ceded to Ethiopia

France renewed this promise in 1917, when Italy claimed Djibouti in 1917.

Of the people, who the majority compose the population of the territory (Djibouti) are extension of the people of Ethiopia and are therefore Ethiopians. The destiny of the people of Djibouti cannot be decided without Ethiopia‟s interference.

Emp Haile Selassie 1966.

In this video Emp Haileselassie talked about the possible return of Djibouti to Ethiopia, based on a treaty signed between France and Ethiopia.

In 1945 Emp Haile Selassie told US Pres Roosevelt (on Ethiopia’s need for a port);

... from a short term point of view Djibouti would be the best port because of the existing railway, but that a long term policy required a port in Eritrea.

In his Book "Tiglachin", Genocedaire Mengistu H/mariam wrote,

Ethiopia planned to protest the declaration of Independence by Djibouti in 1977 but due to the assassination attempt on his life after the meeting that discussed the issue, Ethiopia failed to protest.

On 31 July 1975 Ethiopia renounced any territorial ambition over Djibouti at OAU summit with a condition that it'd not act to harm Ethiopia's interest. In 1981, when Derg began "implementing‟ its policy of regional autonomy, Djib was declared a free port to Eth.

The Ethiopian/Derg Army executed the 3rd Offensive b/n mid Jan & mid Feb of 1979, to occupy Afabet & Nakfa. The Soviets provided, personnel & sophisticated instruments. The Soviet pilots conducted intensive aerial reconnaissance, day & night using infra-red lights, of Sahel



The Offensive was to capture Nakfa, by breaking a defense line & enter Nakfa from behind. The EPLF deployed 2 battalions in NE Sahel, to repulse the offensive. It also intensified its guerrilla tactics, using the brigade it positioned in the eastern escarpments (Semenawi Bahri).

The Eth. Army attempted to block the road Nakfa-Qarora, to cut EPLF's access to Sudan. H/ever, the EPLF had foreseen this & built an alternative road. Although the EPLF abandoned Fah, Bliqat, Zero Seberqete, Debaat, Mamide & Ghenfelom- it repulsed Eth/Derg from the gate Nakfa.

In the engagements of January 1979, the EPLF captured more than 25 Soviet-supplied T54 tanks & BTR60 armored cars.

Danakali appoints Todd Romaine to new chief sustainability officer role

Todd Romaine will oversee the execution of ESG programs corporately for Danakali and for Colluli Mining Share Company (CMSC) in Eritrea.

The Colluli SOP Project is a 50:50 joint venture between Danakali and Eritrean National Mining Corporation (ENAMCO)

Danakali Ltd (ASX:DNK) (LON:DNK) has created the role of chief sustainability officer with Todd Romaine appointed to oversee the company's Environmental, Social and Governance (ESG) programs and agenda.

This marks a timely major step for the company as it advances the world-class Colluli Sulphate of Potash (SOP) Project in Eritrea, East Africa, to development.

Romaine has been appointed to the position from January 1, 2020, and reports to chief executive officer Niels Wage.

The CEO said:

Danakali is strongly committed to ensuring the development and operation of Colluli is executed in the most sustainable manner.

We want to help further shape sustainable mining and agriculture in Africa, and with Todd’s significant previous experience, also in Eritrea, we will ensure Danakali works in collaboration with partners and stakeholders to deliver a world-class ESG program.

Highly experienced executive

Romaine is an experienced ESG executive with direct Eritrean mining and government relations experience.

He has held senior management positions in the natural resources sector at public government and aboriginal levels and has played a key leadership role in building and securing social licence as well as reducing project and operational risks.

Prior to joining the Danakali team, Romaine served as VP of CSR and GR for the Bisha Mine, operated by Nevsun Resources in Eritrea.

Romaine said,

I’m really excited about the opportunity to be part of the Danakali team.

With a view to contribute to global supply of SOP product, vital for sustainable agriculture growth, we now need to ensure that right from the start of Colluli’s development, all of our activities are aligned with the UN SDGs and our own Sustainability Development Framework as part of our commitment to creating long-term value for all stakeholders in the region and globally.

Danakali Ltd has provide an update on the progress made within Phase 1 of the engineering, procurement and construction management (EPCM) of the Colluli sulfate of potash project in Eritrea, with a number of workstreams commenced.

Project team

The Colluli Mining Share Company (CMSC) Board approved the establishment of the owner’s project team, which includes key project personnel led by Project Director, Tony Harrington. All owner’s team personnel will be based at the DRA Global (DRA) project office in Johannesburg, South Africa, during the first three EPCM phases. Turner & Townsend, a multinational professional services company, will also be providing a number of key members for all phases.

FEED review, water and geotechnical study
Further to issuing of the Notice to Proceed, DRA has started the review of the Colluli front end engineering design (FEED), which includes developing and establishing of project systems, project controls and progress measurement monitoring.

DRA has also commenced project management activities and mobilised its own engineering group for the process plant and associated infrastructure work, which has started in Johannesburg. The water intake area (WITA) design is being undertaken and commenced at the DRA office in Cape Town, South Africa.

The agreement for the purchase of the reverse osmoses (RO) plant is nearing completion, with the order for critical equipment on track for February. This facility will be used to provide potable and construction water prior to the commissioning of the main Anfile Bay WITA. Delivery of the RO plant to site is to coincide with mobilisation of the early works contractor. The plant will consist of a pre-tested desalination facility for the on-site bores and portable water.

Phase 2 will start mid-February, followed by geotechnical investigation works that will commence in March 2020. Data collected will help optimise the geotechnical foundation design and outline any other investigation work if required going forward.

Project Director, Tony Harrington, said:

I am very pleased with the progress achieved since commencement. We are near completion in formalising our partnership with DRA and are firmly moving into development phase with some key works and activities in progress. As part of the Mobilisation phase (1 & 2) the Project Team has put in place a robust execution strategy as a basis of delivery throughout the life of the project, which includes controls services, procurement and contracts and logistics coordination, engineering and construction management and HSE.
