You won't need to have clan affiliations in Somalia to be a citizen of Somalia. Neither would you need to go to a Somali immigration office for this.

Any Somali, no matter where they were born or which country they have been part of, is automatically a citizen of Somalia. This is how it was stipulated in the Somali Constitution of 1960, and I believe the current one is also stating it as such. All you would need is your birth certificate (and now there's ID). In case you were born outside of Somalia, they'll test your Somaliness, and for sure no non-Somali can fake this.

During Siad Barre era, Djiboutians didn't require to have a visa to enter Somalia, and that was when all countries in the world required people entering their country to possess a visa no matter where they were coming from. I mean, those days, there wasn't a single country on earth where people could enter without a visa.
