There are others, who didn't get the chance but also equally needy. These are just the tiny fraction of those in need in our country, unfortunately. Serving them in a way that shouldn't waste any of the dire resources is important.
Generally there is no single portion that is right for all diners. The dish could have been, just as an example, pre-served on the plates in different portions, like for children and adults. Then the guests can simply pick their right portion, this way the waste could be minimized, if not avoided.
The PM could also now be accused of "serving/favoring this or that group a better portion"(accusations are endless, no matter what he does).
