Let me explain it to you a bit further.

Rights provided for landlocked states by the United Nations Convention on the Law of the Sea 1982 are not automatic. They're subject to agreement between the landlocked country and the transit state, which in turn are subject to the relations between the two countries. According to the Convention, the transit country (Somalia in this case) has every right to refuse engaging with the landlocked country and, obviously, this puts impediments on the landlocked state's free transit. The political will and commitment of transit states condition the rights of landlocked states. The Convention does not make any provision to oblige the transit country to negotiate with the landlocked country.
