In my opinion, a planned & controlled development of the towns around Addis is a good thing to absorb the pressure from the Principal City without disturbing the livelihood of the dwellers in those towns. Whether managed by one or multiple municipalities, it doesn’t really matter as long as they are molded after Shimelis’s will. If the plan is to barricade these new municipalities from Addis, populate them with only Oromo people and create a buffer to choke the capital, then that’s an evil plan. So, there is nothing wrong with Horus asking about the intent.
