The British Empire’s transition to democracy was a long, largely evolutionary process, whereas Ethiopia’s modernization path has been characterized by sharp, often violent, disruptions.
How the British Empire Moved Toward Democracy
Britain did not have a single, definitive revolution that instantly created a modern democracy, but rather a long, slow, and often contentious shift from an absolute monarchy to a constitutional one.

Gradual Evolution: It was a "long slog" over centuries, starting with the Magna Carta (1215), which limited the King's power, and the development of Parliament.
The "Revolution" Question: While the 1640s Civil War and the Glorious Revolution of 1688 was a major political shift, it was more of an elite power struggle that established the supremacy of Parliament over the Crown, rather than a democratic, populist revolution.
Key Reform Acts: Democracy was achieved through a series of reforms that expanded the vote (suffrage) to the middle class (1832), then the urban working class (1867), and finally universal suffrage in 1928.

How Ethiopia Can Modernize
Ethiopia's modernization has historically been "derailed" or characterized as a "revolution from above," alternating between imperial reform, socialist revolution, and ethnic federalism. To modernize out of its past, analysts suggest several key strategies:

Separation of State and Institutions: A critical lesson from Europe is that modernization requires a secular state, separating church from state affairs, a hurdle Ethiopia has struggled with.

Ending Internal Conflict & Political Reforms: The 1974 revolution and subsequent regimes often failed to meet the demands of democracy, resulting in internal conflicts. A key step is fostering an inclusive political culture that moves beyond ethnic division and focuses on common, negotiated citizenship.

Economic Structural Transformation: Moving from subsistence agriculture to industrialization, strengthening the private sector, and diversifying the economy is crucial.
Focus on Development and Education: Modernization needs to focus on expanding education, developing infrastructure, and providing employment, a goal dating back to the 1950s.
