Egypt has the largest subsurface water in acquifers, larger than that of Libya, which Ghazafi used to supply household, industrial and irrifation waters for Libya. It is bit expensive to extract and purify it as it contains salts and other solids. But cheaper than desalination of waters frommthe Red and Mediterranean seas. Israel and Saudi Arabia solved their water shortage problems by tge desalination of the Red and Mediterranean sea waters.
It's cheaper for Egypt than going to war with Ethiopia to save lives while it has alternative water supply source.
