64% of the Qebena Special Weteda population is Gurage on which Qebena imposed its language without a right to their own Gurage language. And, Gurage's ate not allowed to serve in the administration of the Qebena Special Wereda. They have demanded the Ethiopian Parliament to join Gurage in a referendum more than a decade ago but ignored so far.
The Qebena terrorism/rebellion against Gurage is believed to have been initiated and supported by Abiy Ahmed tyrannical gov.
