የትግራይ ጊዜያዊ አስተዳደር ትምህርት ቢሮ፣ በአክሱም የሚገኙ ሁሉም ትምህርት ቤቶች ከተማሪዎች አለባበስ ሥርዓት ጋር በተያያዘ አዲስ መመርያ ካልወጣ በስተቀር፣ ከአለባበስ ጋር በተያያዘ ዕገዳ መጣል እንደማይችሉ በመግለጽ አስጠነቀቀ፡፡

የትምህርት ቤቱ ዕግድ እንዲነሳ ማስጠንቀቂያ የሰጠው በአክሱም ከተማ በአንድ ከፍተኛ ሁለተኛ ትምህርት ቤት በእስልምና እምነት ተከታዮች ሴት ተማሪዎች ላይ የተጣለው የአለባበስ ዕገዳ በማስመልከት የአክሱም ከተማ እስልምና ጉዳዮች ጽሕፈት ቤት ከተማሪዎችና ወላጆች የቀረበለትን የማስተካከያ ጥያቄን መርምሮ በትምህርት ቤቱ ላይ የተላላፈው ውሳኔ ተቀባይነት እንደሌለው በመግለጽ ለቢሮው በጻፈው ደብዳቤ መነሻነት መሆኑም ተገልጿል፡፡

ትምህርት ቢሮው በአክሱም ከተማ የሚገኙትንና በአጠቃላይ በክልሉ ያሉት ትምህርት ቤቶችን ያስጠነቀቀው፣ የክልሉ እስልምና ጉዳዮች ጽሕፈት ቤት በአክሱም ከተማ የሚገኝ አንድ የሁለተኛ ደረጃ ትምህርት ቤት የእስልምና ዕምነት ተከታይ ሴት ተማሪዎች አለባበስን በሚመለከት ያስተላለፈውን ውሳኔ እንዲያነሳ የጻፈውን ደብዳቤ ከተመለከተ በኋላ ነው፡፡
«በልብስ ምርጫቸው ምክንያት በሴት ተማሪዎች ላይ የሚደርሰው የሥነ ልቦና ጫና እና የሞራል ጉዳት ከፍተኛ ሥጋት ፈጥሯልል፤›› ብሎ፣ ጽሕፈት ቤቱ በተጨማሪም እንዲህ ያሉ ድርጊቶች ተማሪዎች በትምህርታቸው እንዳያድጉና ለማኅበረሰቡ አዎንታዊ አስተዋጽኦ እንደያደርጉ የሚያግዱ መሆናቸውን አስረድቷል። «ተማሪዎችን በልብሳቸው ምክንያት ማገድ አድልዎ ብቻ ሳይሆን መሠረታዊ መብታቸው ላይም ጥሰትም ነው፤» ያለው ጽሕፈት ቤቱ፣ ከትምህርት ቤቱና ከክልሉ ትምህርት ቢሮ ምላሽ ለማግኘት የተደረገው ሙከራ አለመሳካቱን መግለጹ ይታወሳል።

በአክሱም ሙስሊም ሴት ተማሪዎች ሂጃብ እንዳይለብሱ መከልከላቸውን ተከትሎ የተፈጠረው ምንድን ነው?

የኢትዮጵያ እስልምና ጉዳዮች ምክር ቤት በትግራይ ክልል አክሱም ከተማ ሙስሊም ሴት ተማሪዎች ሂጃብ እንዳይለብሱ በመከልከላቸው ትምሕርት ማቋረጣችን ተከትሎ የከተማዋን ትምህርት ቢሮ ወቅሷል።

ምክር ቤቱ በአክሱም ከተማ እየሆነ ያለውን ጉዳይ ሲከታተል መቆየቱን አስታውቆ ነገር ግን እልባት እንዳላገኘ መረዳቱን ገልጿል።

በአክሱም ከተማ የሚገኙ አምስት የሚሆኑ ትምሕርት ቤቶች ሂጃብ መከልከላቸውን ተከትሎ ከትምሕርት ገበታ መስተጓጎልን ጨምሮ እስር እና እንግልት እንደደረሰባቸው ተማሪዎች እና ወላጆች ለቢቢሲ ተናግረዋል።

ክልከላውን የጣለው የትግራይ ክልል ትምሕርት ቢሮ፤ የትምህርት ቤቶች አደረጃጀት እና መመሪያ የተባለው ሕግ ላይ ተመስርቶ እንደሆነ አስታውቋል።

ክልከላውን ያደረጉት በአክሱም የሚገኙት ወራዩ ሁለተኛ ደረጃ ትምህርት ቤት፣ የአክሱም ሁለተኛ ደረጃ ትምሕርት ቤት፣ አብርሃ አፅብሃ፣ ቀዳማዊ ሚኒሊክ እና ክንደያ ትምህርት ቤቶች መሆናቸው ተነግሯል።

የእስልምና ጉዳዮች ምክር ቤት "የአክሱም ከተማ ሙስሊም ነዋሪዎች ለዘመናት የነበረባቸው የእምነት ነፃነት፣ የመስገጃ ቦታ ችግር እና የቀብር ቦታ ችግር እልባት ያልተሰጠውና ወደ ባሰ ሁኔታ እየሄደ ነው" ሲል ቅሬታውን አሰምቷል።

ምክር ቤቱ በመግለጫው በከተማዋ ያለው ሁኔታ "የሀገሪቱን እሴት የሚሸረሽር ተግባር" ስለሆነ "በጥብቅ እናወግዛለን" ብሏል።

ቢቢሲ ያናገራት ተማሪ ከዚህ ቀደም ሂጃቧን ለብሳ ትምሕርቷን ትማር እንደነበር ገልፃ፤ ካለፉት ሦስት ሳምንታት ጀምሮ ግን ትምሕርት መታደም መከልከሏን አስታውቃለች።

"ሂጃብ አታድርጉ በሚል በወጣ ህግ መሰረት ትምህርት አቋርጫለሁ። 'ሂጃባችሁን ካላወለቃችሁ አትማሩም' ነው የሚሉን። አሁን ከትምሕርት ገበታ ውጭ ነው ያደረጉን። እኔ እስከ ዛሬ ሂጃቤን አውልቄ አላውቅም። ሁሌም ቢሆን ትምህርት ቤት ሂጃቤ ለብሼ ነበር የምሄደው" ብላለች።

ዐረቦች ብዙውን የቤት ስራቸውን በዚህ ረገድ ሰርተዋል። በርካታ ልጃ ገረዶችን በቤት ሰራተኝነት በመቀጠር ሃይማኖታቸውን በማስቀየር ጥቁር ጨርቅ ከእግር ጥፍራቸው እስከ ራሳቸው አኮናንበው ከተቻለም የዐረብ ልጅ አስወልደው በኢትዮጵያ ሞልተውታል። ሰው በሌለብት ቦታ ብቻ ሳይሆን በየ 5ኪሜ ዕርቀት የፉክክር መስጊድ በማለት ገንዘብ እያወጡ አስርተው አንዱ ላዛን አድርጎ ሲጨረስ ሌላው እያተቀባበለ ያለበት ሁኔታ ነው። ዐረብኛ የሚናገር አንዳች ህዝብ በለሌበት የዐረብ ሊግ ስብሰባ አባል የግድ ሁኑ የሚል ጥል እና ህዝብ ከህዝብ የማጋጨት ተልዕኮ ነው።

በዚህ የአክሱም ሙስሊም ሴት ተማሪዎች ጉዳይ ትላንት ታህሳስ 23 ቀን 2017 ዓመተምህረት መግለጫ ያወጣው የኢትዮጵያ እስልምና ጉዳዮች ጠቅላይ ምክርቤት በትግራይ ክልል አክሱም ከተማ ሙስሊም ሴት ተማሪዎች ከአለባበሳቸው ጋር በተገናኘ በተላለፈ መመርያ አንድ ወር ገደማ ከትምህርት ውጭ ሆነው እንዳለ፥ ከዚህም አልፎ ተማሪዎቹ እና ቤተሰቦቻቸው ለእስር የተዳረጉበት ሁኔታ ስለመኖሩ ጠቁሟል። የትግራይ ክልል አስተዳደር፣ የፌደራሉ መንግስት እና ሌሎች የሚመለከታቸው አካላት እንዲሁም የሰብአዊ መብት ተሟጓቾች ይህ የእምነቶች በጋራ የመኖር እሴት የሚሸረሽር ተግባር ልያወግዙ ይገባል እንዲሁም ይህን ተግባር በሚፈፅሙት ላይም እርምጃ እንዲወስዱ ጥሪ አቅርቧል።



ከዚህ በተጨማሪ ከአክሱም የመረጃ ምንጮቻችን እንደነገሩን ሁኔታው ተባብሷል፣ ትላንት ችግሩ ተፈትዋል በሚል ወደ ትምህርት ቤታቸው ለመመለስ የሞከሩ ተማሪዎች ወደ ፖሊስ ጣብያ ተወስደው ማስፈራርያ እና ዛቻ ደርሶባቸዋል፣ ከዚህም አልፎ ወደአንዳን ተማሪዎች እና ቤተሰቦቻቸው መኖርያ ቤት በመሄድ ጭምር ማስፈራራቶች አሉ ብለውናል።
