almaze,

the (bitter) joke aside I can say one thing and many have said it before. You can start to face-lift the toilets and get away with the nastiness, you can also do the same with the rest of services in the country, but at the end of the day you will going to realize the nastiness starts at the top and leaving the nasty top nothing will get better. Tackle the problem from the root cause, if you mean business seriously.

My two cents from the side line.
