Yep,
They for sure will run out of trick at some point. This is not how you run a country of even a company. The people will continue to suffer the unnecessary violence for the satiety of a dictator until everybody is fed up or until the glass is full. Meanwhile the opportunist will continue to exploit the spoil collecting blood money.
