Sadly, this applies to almost all African governments. The fuc'kers don't give a sh'it about the country. All they care about is looting the country and prospering themselves.
Many people around the world think that Ethiopia is a desertic and arid land with usually sparse vegetation, hence, the recurrent famine. God knows how many foreigners I've explained to that Ethiopia is far from being desertic and anything close to this.

Yep, i agree with you, they "want to feel they are helping starving blacks." But I think not out of guilt, but out of showing us that we're at their mercy and that there are only two groups in the world, the better off and the poor, and that we're the poor.
Honestly, apart from what we post on this forum, which is mainly for entertaining us, when Ethiopia is called poverty-stricken, starving, etc, it reflects all Africa, as you can find extreme poverty in every single country in Africa. Similar extreme poverty exists in Europe only among Gypsy?Roma people.
