He's just dangling a carrot for the Amara, in the hope they'll stop shooting at him. Like the chegaru, he's convinced the words Eritrea & the Red Sea are Amara obsessions one utters to deflect their attention. Like one does with children.
Otherwise, Eritrea has never refused Ethiopia the use of her ports. He knows it too, because he was in Assab & Massawa to asses the situation for himself.
As you can see, even his audience there is perplexed. One would expect an applause or something, but crickets.

And yes, no one refused Ethiopia to use our ports. It just is a natural thing to want to have your ports busy. But that little weasel was not able to go against the interest of his masters. Simple put, He is not a free man and is under the yoke of his masters.
Otherwise....all what was said during the honeymoon could have been materilzed by now. Connection not only with Assab but even with Massawa port is of great interest for Ethiopia if it was the national interest of that country was of concern.
