Civilized - Country inside another country
Civilized people can handle a country inside another country but primitive backward animals can’t even tolerate an autonomous province inside a region of the same country. Aye denqurena!

This is way overstretching.
Europe at the state that is now is because it had gone through two most devastating World Wars (WW I and WW II). Even before WW I Europeans were at war against each other for a very long time and savagely colonizing other countries and people.
By no stretch of human imaginations such behaviors define Civilized People.
The bottom line is they learned the hard way. But they did not want to see such in the continent of Africa. They have to meddle and interfere to keep African countries in perpetual state of wars.
If the Colonial and Imperial Powers stopped meddling and interfering in Africa, Africa would be a peaceful Continent.
I leave you with one example (among many) that the "Civilized People" control Areas in Africa. Both Ceuta and Melilla are inside Morocco (African Continent), but they are controlled and governed by Spain. Such is the work of the Civilized People that you coined.
