Government officials and upper classes in the society will not be affected that much, if any at all. The state overall will be weakend in the net effect, however.
Jaal Maro doesn't recognize the constitution and wants to topple those in power by force. Horus also doesn't recognize the constitution and wants to dismantle the party in power, instead of forcing them out of office by a democratic means (Horus wrote somewhere recently wordly "forget about democracy"
There are many Horus's in America (and elsewhere of course): recently Prof. Berhanu Nega made a trip to the US and, like usual, Horus and Co. (the Jaal Maros of North America) decided to boycott him, who used to be celebrated before he joined the current government. Jawar Mohammed and Bekele Gerba raised more money than the good Prof. who wants to build the constry's educational institutions from ground up, using the support he could have got from the "diaspora". Jawar Mohammed is going to use the money for his instigation of violence against the country's institutions. Prof. Berhanu Nega wants to use the support to build the future of the contry.
If the life a civilian citizen is affected by the means deployed by all in the game in the name of politics or otherwise, then the term to be used to describe them is called "terrorism".
If boycott is used to put the lives of the Ethiopian poor on danger, then what else could it be other than terrorism?
