A recent meeting was held in the government palace in Asmara that includes Issaias Afeworki, his security and high military officials. This is most likely related to the recent Tigrayan TDF successes and its moves to central Ethiopia. Even though most of the information has not leaked, some snippets have to the high ranking officers in the capital city.
In this meeting, Issaias is to have said:

... the only people and force that can keep Ethiopia together and at peace successfully and challenging the Woyanies are the Amhara people. The Amharas have the history, courage, strong base, will and determination to fight for Ethiopia's national interest that the PM and the Oromos lack. The only problem of the Amharas is that, so far, no single influential and significant leader or a group of leaders have emerged.
Our interest ... if the situation continues to deteriorate against Ethiopia and against us, my belief for Ethiopia to continue at peace with itself and the region, Abiy needs to transfer all the military and army assets, including the air-force, to the State of Amhara and to the Amhara people in Gonder and Bahir Dar, before the situation deteriorates to the point of no return.

Based on the recent rapid changes in the military and strategic setbacks and situations in Ethiopia, along the Dessie and Kombolcha fronts, Issaias Afeworki, his political advisor Yemane Gebreab (Monkey) and B. General Abraha Kassa, director of the National Security have given new directions in memo forms to the army, security and diplomats. The overall direction can be translated as retreat-step-by-step. This includes -
-- Get ready to the suspension of Ethiopian Airlines flights to Asmara and the closure of the Eritrean airspace.
-- Encourage Ethiopian armed forces officers to ask asylum to Eritrea. We will help them to expedite and resettle to any country of their choosing.
-- When the time comes, encourage Ethiopian armed forces officers, to flee to Eritrea with their mechanized armaments, tanks, artillery, fighter jets, heavy lifting Hercules and Antonov airplanes, drones etc ...
-- The Eritrean security officers deployed in Ethiopians towns should start assembling in Addis Abeba as the situation starts to deteriorates. Make sure to fly out when the Woyanies are within 50 kms from the outskirts of Addis but past Debre Berhan. (Do not repeat the mistakes of Kabul in Addis, added Yemane Monkey )
-- Convert all Ethiopian Birr in your hands to US dollar or Euro
-- All compromising security documents, hard drives, intelligence asset info, technical tools in the Eritrean Embassy and the safe houses in Addis and other towns such as Humera, Gonder, Semera ... must be transferred to Asmara or destroyed.
-- In the last 24 hours, the American and the EU diplomats have warned Abiy Ahmed to suspend all futile bombing of Tigrayan towns and civilians, otherwise, case will be directed to ICC from anywhere he flees after the collapse of his regime. We expect Abiy to suspend all airborne bombings to Tigray within the next 24 hours.
