Do not worry about Tigray. Tigray can finance itself through World Bank and EU loans. Tigray will not be under Ethiopia's dirty federal budget. Tigray will import and export commodities in US dollars until it regulates it's relations with Amara Bantus and Eritrea Bantu Republic.

Tigray will control all South of The Mereb River, North Gonder, West Gojamme including Lake Sana and Bahir Dar, Lalibella was built by Tigrayans or Aksumites and will be under Tigray.
