Mr Cohen is an experienced American diplomat. His words have weight. Ceraintly by " A continuation of armed conflict can only be designated as a CRIME AGAINST HUMANITY. " he meant to state that the remnants of the TPLF are guilty of CRIMES AGAINST HUMANITY.

Herman Cohen knows Tigrayan politics more than the Tigrayan themselves. He knew TPLF is died and buried. There is no way coming back. That is why he wrote the above comment even though it will saddened his Tigrayan friends and clients!!
