Ethiopia is frozen in a permanent chaos and crisis of ethnocracy. I used this concept almost 25 years ago when the word had no accepted definition and usage. When I used the concept only one Israeli magazine used it in the context of ethnic and cultural diversity.
My definition of the term used the classical Greek notion of democracy. Demo-krati means rule by the people. Exactly, in the same conception, Ethno-Krati means rule by ethnics. Therefore, the system of rule in Ethiopia is precisely the rule of ethnicity and it is ETHNOCRACY.
Ethiopia has been an ethnocratic system of rule (not a political system) for 35 years. During all those 35 years, Ethiopia has been in wars, violence, chaos, disorder, lawlessness and national confusion. It must be clear that ethnicity or rule by ethnicity or ethnocracy is not a political idea. There is no such a thing as ethnocratic political system. The Ethiopian political order refuses to work because ethnicity is NOT an organizing principle of a political order. If we organize politics based ethnicity it does NOT work let alone making it democratic.
All those folks who think that they have an ethnic based politics are fools ignorant of political philosophy and political theory.
IN SHORT, AS WE SPEAK, ETHIOPIA DOES NOT HAVE A POLITICAL SYSTEM, PERIOD. ALL WE HAVE A SYSTEM OF RULE, A REGIME OF RULING PERSONS BELONGING TO THIS OR THAT TRIBE.
AND, ETHIOPIA WILL REMAIN IN WARS, VIOLENCE, CHAOS AND CONFUSION SO LONG AS THE ETHNOCRATIC SYSTEM OF RULE CONTINUES IN EFFECT.
ብሄራዊ ምክክሩ ሲጀመር የሚከተለውን ብዬ ነበር ። አቢይ አህመድ ይህ የምክክር ኩነት የፈጠረለትን እድል በመጠቀም አሁን አገሪቱን እያመሰ እያጨማለቀ ያለው የጎሳ ፌዴራሊዝምና የክልል ውዥንብር በድፍረት ካላሻሻለ ጽምዶ የተባለውን ሌላው የኤትኖክራሲ ኃይል በፍጹም በፖለቲካ ማሸነፍ አይችልም ብዬ ነበር።
አሁን ላይ አገሪቱ በ2 ኤትኖክራቲክ ካምፖች ተከፍላ ወደ ጭለማውና ብርሃን አልባው የጎሳዎች እርስ በርስ እልቂትና ምናልባትም ሌላ ሩዋንዳ እየዘቀጠች ነው ።
እኔ ሆረስ ላለፉት 35 አመት የዘር አገዛዝ ፣ የጎሳ አገዛ ፣ የጎሳ ክልልና የጎሳ አገር ክፍፍል እስካለ ድረስ ኢትዮጵያ ብሄረ አገር አትሆንም ፣ አንድ አገር ሆና አትቀጥልም ስል ነበር።
ወደፊትም የሚሆነው ይህ ነው።
በትግሬ ወያኔ ፣ በሻቢያና የኢትዮጵያ ጠላቶች የተቀመረው ኤትኖክራሲ ዛሬ ላይ በሁለት ተመሳሳይ ቡድኖች እየተቀጣጠለ ይግርኛል ።
የኦሮሞ ጎሳ ከበርቴ መደብ የኢትዮጵያን ብሄራዊ ስልጣንና ሃብት በኤትኖክራሲ አገዛዝ አማካይነት ተቆጣጥሮ የዘር አገዛዝ እንዳይለወጥ ይታገላል ።
ሌላው ከስልጣን ውጭ ያለው የትግሬ ፣ አማራና ኦሮሞ የዘር ከበርቴ 4 ኪሎን ቀምቶ በተመሳሳይ የኤትኖክራሲ አገዛዝ አገሪቱን እና ሕዝቧን ሊዘርፍ ቆርጦ ላገር አቀፍ ጦርነት እየተዘጋጀ ነው።
ጥያቄው ብልጽግና የሚባለው የጎሳ ከበርቴ ጥርቅም ጽምዶ የሚባለው ሌላው የጎሳ ጥርቅምን ማሸነፍ ይችላል ወይ የሚለው ነው!
መልሱ አይችልም ነው።
በወታደራዊ ኃይል ብቃት ከሆነ ብልጽኛ ጽምዶን ፈጽሞ ማጥፋት በፍጹም አይችልም ። በሌላ በኩል ጽምዶ ብልጽግናን በፍጹም በሚሊታሪ ሊያሸንፍ አይችልም።
ስለዚህ የኤትኖክራቲክ የጎሳ አገዛዝ እስካለ ድረስ ኢትዮጵያ በማይዘጋ ጦርነት ፣ አመጽ ፣ ቀውስና ትርምስ ውስጥ ለብዙ አመታት ትቀጥላለች
በዚህም ሳቢያ አሁን ያለው የኢኮኖሚ መነቃቃት ተመልሶ የሚወድምበት እድሉ ከፈተኛ ነው።
ኤትኖክራሲ ፣ የጎሳ አገዛዝ እና የጎሳ አገር ክፍፍል እስካለ ድረስ በኢትዮጵያ በፍጹም ሰላም አይኖርም ፣ አሁን የሚታሰበው የኢኮኖሚ እድገትም የፈራርሳል!
የፖለቲካ ችግርና የፖለቲካ ስርዓትን ያልፈታ ሕዝብም ሆነ አገር ፣ አገር ሆኖ አይቆምም ፣ ስርዓት ሆኖ አይጸናም

I agree with your central premise that the current ethnic mess will lead us to Hotel Rwanda. Unfortunately, Abiy is not the Atatürk Ethiopia is desperately looking for.

Read what I exactly said. I said that if Abiy gets rid of ethnocracy and unify Etrhiopia, I said not only Atatuk but could stand next to Aste Menelik. I can repeat the same again. If Abiy proves himself to be another Meles, then history will put him right to next to Meles. I state the truth, the historical truth and the science of politics. I have no power to make Abiy a political great. That fate is upto him.

I know, I read all of it, but Abiy will not dismantle the ethnocracy. That’s exactly my point. He deeply believes in an Ethiopia shaped and dominated by ethnic Oromos. You’re putting your hopes in the wrong guy. He had every chance to pull the country out of its primitive ethnic-federalist system and into a modern democracy. Instead, he’s trying to turn the one modern, cosmopolitan city where your ethnicity doesn’t matter into just another ethnic enclave. Abiy is a good project manager and an ICT guy but when it comes to grasping the fundamentals of politics, he is unbelievably illiterate.

A leader who has filled nearly every position of the federal government with people from his own ethnic group is not the reformer you’re looking for. A leader who is building a lavish palace for the Oromia president in Addis Ababa is not the reformer you’re looking for. A leader who allows elites from his ethnic group to plunder the nation’s wealth unchecked and unaccountable — all to cultivate a middle and upper class dominated by a single ethnic group — is not the reformer you’re looking for.
Unless you choose to look away, it is plain to see: Abiy is not building an Ethiopia for all Ethiopians — he is building an Ethiopia in Oromia’s image. That’s is his vision he deeply believes. Unlike other nationalist Oromos he doesn’t believe in cessation but in transforming Ethiopia into an Oromo dominated country. That’s his vision.
