Don't twist, place is just a place without an addition of human creativity. As such there is no preordained intelligent and unintelligent place differentiation . Instead it is intelligent minds that creates intelligent places.

New York was not created intelligent, but human intelligence made it to an intelligent place. Addis and New York couldn't have been much different if it was not for the difference of the level of intelligence involved in their respective creations. Have you ever imagined to compare why the two cities differ in the degree of their attraction to humans in the current world?
