It is achieving its goal, which is getting as many as possible Amhara youth get killed at the end of the day.

You are completely wrong! Taking control of Amhara region is 95% part of the overall victory. The rest is a cake walk. Amhara region is very huge, Fano can even stay for years and can function as government do economic and political business with the rest of the world. After that can even better arm itself and fight for Addis Ababa.
