Abiy simply cannot hand tplf any districts the AGREEMENT says ENDF must rule and provide service to Tigray not withdrawl. Right now Tigray is in a stalemate situation. No Absolute victor. But if Tigray wants article 39 independence all districts taken from Amhara shall be returned to Amhara State.
