I'm still learning but basically it is saying terrorist tplf are in disarray surrendering left and right. They (tplf conscripts) say they have not benefitted anything from this war, they only protected tplf fat cats.
The government is also calling for tplf conscripts to surrender and guarantees their safety. It's encouraging the locals who apprehend the conscripts to hand them to the authorities.
