The only I can say is this.

Intentional or random unintentional, a fatal error has occurred on the part of the testing agency. There is no basis for the government of the agency to defended its mistake. Any scientist such as expert statistician or data scientist will confirm that relative changes on annual recurrent events from the same target/parent population is expected vary within a certain acceptable plus+/minus - margins, say 5% better above or 5% poorer than the prior year - which can be acceptable. The case of the Amhara student population for this year is very very anomalous. This can be only explained by out of the ordinary reason. And this out of the ordinary reason could not be from the same parent population where every year 50%- 60% of the students qualify for college Admission. I would say this purely due to the Higher education testing agency's error. It should admit this error and listen to the grievance of the students and their parents. I am also wondering, Amhara constituted in the past the larger share of the college admitted students. If there are very few admits from Amhara region this year, that means universities and colleges across the country will be Under-Enrolled. Unenrolled institution means waste of budget and tax payers money. It is wasteful for universities to operate with the same amount of annual budget as prior years but fewer number of student population.
