Is it okay to smile at neighbours in Germany?

While living in the middle of Europe, I am not sure if the British or the Swede are somewhat better.Be very careful with that.
My parents have been living in their street for fifty(!) years, and they have managed to progress to actually talking to some people and exchanging cakes cautiously every other year about 15 years ago.
I’m not saying it can’t be done, but be realistic about the time it takes.
