Who will gain or lose if Article 39 comes to fruition?

Poor WooraGays will have no say. 
They have the option to be oromo or else.
Bekele aka Horus knows his chance of being part of a larger,dominant group other than oromo is the only way hence his dispise and hate for Amharas .
Perhaps this is why wooraGays have no qualms selling Ethiopia to the highest bidder,given the chance.
