Gurages in Qebena Special Wereda cannot vote and cannot run in election

Gurages make 73% of the Qebena Special Wereda population. They cannot vote in elections. They cannot run for elections. They cannot work the wereda's public offices.
The same rule applies in Mareqo.
The same goes for any non-Oromo who lives in Oromia.
The same goes for any non-Sidama who lives in Sidama.
The same goes in Harari State. Ezema lost a legal challenge to the Harari State at NEBE, Ethiopian High Court and Supreme Court. PP also also issued a letter supporting Harari State's rejection of Ezema's candidate to run for election in the state for lacking a Harari identity though resident in the state.
