Afterwards the new Tigray government consist of all Tigray People from all regions in Tigray, educated, religion leaders, military leaders to create transactions government to prepare Tigray for independence after forcing Ethiopian and the new eritreans government to pay war reparations for the genocide victims,share federal assets, regain every inch of Tigray historical lands and set referendum using article 39 to declare independence.

After independence by international law the Ethiopian government is mandated to provide federal budget for Tigray at least for 5 years after independence.
