I guess the parameter set by the TPLF — the one you’re referring to — is: “Could you break the record for lying?” Because for thugs, the performance metric could be either stealing or lying.
By that metric, no one beats Abiy Ahmed at telling lie after lie - he scores an A++.
If a pathological liar does not score an A++, then who does?
Of course, he also allegedly stole nearly 75% of other people’s work in his dissertation. You may look it up on Turnitin.

Abiy has transformed Addis Abeba, at least you have to give him vredit for that! He also transformed himself from ashes to greatness!
