If you are a Harari person living outside of Harari State, you can vote in elections held in Harar

A Harari individual may live in Addis, Mekele, Jima, Silte, Hawasa, LA, Maryland, Stockholm, Brisbane, anywhere outside of Harar Jegol..The Ethiopian Parliaments, the Supreme Courts of Ethiopia and PP allow them to vote in elections being conducted in Harari State without them being physically living in Harari State.
