Amara Fano in Gurage were arrested with Qebena terrorists in Wabe Valley

Both are a menace to peace in Gurage. They kidnap innocent wealthy families and demand ransom to release them. But they kill their captives after receiving the money. They come armed to Welkiet City from the Wabe valley and loot shops and disappear. They have kill police officers and take their weapons.
In a security sweep, the federal security forces arrested dozens of these terrorists. Police were able to identify Amaras from Qebenas.

Are you saying Qebena thugs working with Fano? It does not make sense since you in the past were posting Qebena work with PP against Gurage! What am I missing?
So kebena and fano are in wabe while Gurage remains lame duck and working with PP?
