He made that bold statement disrespecting Gurage's constitutional demand because he had already assembled Mesqan, Kistane and the two rebellious minorities Mareqo and Qebena on his side in a clandestine organizing. Later, he staged wereda uprisings in these above-mentioned sections of Gurage voting down the Gurage representatives majority vote for Gurage Region, which itself an unconstitutional act.
