What are the reasons why tens of thousands of Eritreans have fled their country?
Why are Eritreans not investing in their country?

The Rwandans have several ISPs to choose from where as Ethiopia has Ethio Telecom monopoly. Safari is a recent ISP already struggling to survive.
At least ,Eritrea chose to remain a digital desert.

That is the whole point, who cares. Rome was not built in one day. These dictators building like no tomorrow is superficial and will be pain for the population putting them in debt
