What is really so big deal about water fountain? Is this really innovation that do zilch for anyone? It is just for eye circus show? You don't eat entertainment

Abiy is just a spender like a housewife, not business minded.
Abiy could return the construction costs in the next five years, after that all profits. The profit made could be used to construct similar or diffetent public projects elsewhere.
All he has to do is charge a small entrance fee graded for adults and children for the fountain show.
If gov cannot manage it, give it to a private operator to manage it for the gov, on contract. If he diesn't generate exoected profit, give it to another contractor.
