Seeds, plants and animals are bought and sold worldwide. They need not carry diseases with them. They shall not be purchased illegally. There is no restrictions for anyone outside of Ethiopia to buy teff or enset or coffee seeds or plants and take them to their countries. Farm them in large scale or for exotic ornamental plants in their gardens, absolutely they can.
