He can do sample pop counts in war-ravaged regions as well. With a consuming interest in Gurage, you can happily volunteer to do sample pop counts. Census purpose is for development budget allocation for housing, roads, hospitals, education, culture and language development support that Amara has had at the expense of others. I would add count of children under the age of 18 and adults older than than 60, who are dependent on society anx family.
