First, you have to ask the right question. A poorly phrased question may be undefined or yield a 'not applicable' answer. For example, instead of asking ambiguously, phrase it like this:
'While Eritrea being one of the legitimate provinces of Ethiopia, why has it become a hub of violence?'"
