Why is PP unable to capture Fano Leaders?

it's so easy to find Fano Leaders Location

simply go on facebook and you see fano supporting pages expose the location of these fano leaders

how come PP/ENDF/Bilisigna is unable to capture Fano Leaders? PP's INSA are so incompetent

for example Masresha Seta and Colonel Muhabaw are hiding in Kelela Woreda, Deger village in South Wollo

while Mere Wedajo and Engineer Desalegn are hiding in Wore Illu, in South Wollo + Fikru Muluye is wondering along Gashena-Muja highway + Belay Dereje is in Dembia + General Tefera Mamo is hiding in Minjar valley

Abiy Ahmed enters Amhara Region through a airplane and Helicopter. for Example you can find Abiy regularly visiting Bahir Dar and Gonder + Gorgora because these towns have airports not because Abiy could drive to these locations

also before Abiy visits these cities Cadres observe the area making sure there is no Fano present in the areas.

Abiy Ahmed cannot leave Addis Ababa without a helicopter

Have you seen Abiy on a highway? he can't even go to Bishoftu-Holeta he's that paranoid of Shene

Zemene Kassie willingly in 2023 surrendered to PP by entering Bahir Dar city all by himself.... he was arrested and released 5 months later
Mere Wedajo also surrendered to PP in Kobo but he escaped PP camp and began leading Fano Rebellions
Asseged Mekonen surrendered to PP in Majete as he was attacked by Eskinders Fanos so he's the only major Fano leader in Jail.

All other fano leaders have escaped jail or outsmarted PP many times.

PP's INSA has spying devices where they can hear phone calls

how do they not hear Zemene's Phone Calls

To capture leaders, he need to be betrayed by his people or his inner circles. Else, you need more than 100,000k army to capture the leader of a 5,000 dedicated fighters. These fighters are mobile and position themselves to locations where the enemy had to walk exposing itself for attacks and onslaughts. That is how they capture weapons and PP tried numerous times with zero success except for the case of Asegid.
