There must be a law by the parliaments of Ethiopia regarding students national service. Birhanu Naga should not usurp the power of parliament. Ministers can only administer laws made by parliament as executive branch of government. Both the parliament and the Cabinet of ministers do not both make laws. Parliament makes laws and cabinet implements them.
