Ethiopia's land laws

Land is public propterty. It's administered by government as a caretaker of public property. A citizen can only use it to farm, to build and to do business with an official grant of permission by government. This is a law regarding top surface land.
Is subsurface land which holds minerals and waters in acquifers is also a public property? If so, how to stop the disgruntled Tigrey generals from breaking the land resources laws of Ethiopia? Has Gen. Werede ever requested help from the feds to stop the illegal mining of golds in Tigrey? If not, is he not cooperating with the gold loot by criminals?
