If you in fact underestimate (in the true sense of the word) the position of your opponent, then you go around your daily business as if nothing serious is going on, like the highest level of power echelon in Ethiopia is doing currently like the Council of Ministers of FDRE is doing here, as an instance. There is no sign of a worry or something similar of an imminent war, weil being well conscious of the fact that the arch-enemies will never sleep to stir discord here and there to distract from the daily business. Everybody is doing his/her daily business as usual.
If you fear your opponent to your bone-marrow, then you behave yourselves like the regime of the despot Isayas Afeworki is doing in the tinny land of Eritrea.
The regime in Eritrea is only good at stirring conflict (exporting terror) in/to the neighboring countries. That is why Eritrea is doomed to fail, even without an opponent may try to do some additional to facilitate the process.
