Is the former province of Shewa, part of Amhara or Oromo region ? I know Debre Behan is Amhara if I am not mistaken.

The former province of Shewa (Shewa Kifle Hager) which during Haile Selassie reign incorporated vast lands in the central part of Ethiopia. This included Hadiya, Gurage, Silti, Halaba, Kembata, Oromo, Afar, Amhara and Argobba. Spanning from the Hawash River down to Welayta and bordering Welega along the Gibe River and Arsi along the great rift valley
Todays Shewa Zones drawn by EPRDF removed the Gurage, Hadiya, Halaba, Kembata, Silti, Afar tribes out of Shewa and granted them their own ethnic regions and zones. Leaving only Amhara and Oromia as Shewa. There is North Shewa in Amhara Region(Ankober) and a North Shewa in Oromia region (Salale). West Shewa (Ambo) and Southwest Shewa(Waliso) + East Shewa (Adama-Bishoftu) are part of Oromia region as well.

Addis (officially Addis Ababa City Administration) the small dot in the middle of Oromia but it is a separate political entity.
