The maximum Egypt can do is conduct some air strikes that will not advance its cause and only hurts its future negotiation options as it will benefit nothing but be seen by African countries as an aggressor and make Ethiopia the victim. Abiy will use it and most probably will be successful to recruit millions to his army. Currently, no youth in Ethiopia wants to join the army and the regime is using forced recruitment to sustain its lose. A foreign country attacking Ethiopia will ignite the nationalism and millions will join the army of the dying regime. It will also make very hard for rebels like Fano to continue their attacks on the army while “it’s defending the country from external forces”.
Stop making stupid steps unless you really want to boost the Ethiopian army and make life for the rebels very difficult. PP has been trying to ignite a nationalism fever by using Assab and Red Sea propaganda but Ethiopians are not buying it. An Egyptian attack will be the perfect welcome by the regime to achieve what it failed to achieve using the Red Sea crap.

Egypt's request for cooperation in water level monitoring and management, flood and drought forecasting, filling and operating the dam, etc... should have been viewed positively by Ethiopian regimes long time ago to avoid tensions that could lead to war. Ego-driven actions often lead to conflicts. Unfortunately, Ethiopia lacks level-headed leaders who have the best interest of the nation. Everything they do is to serve the interests of donor nations.
Egypt doesn't need to enter into an armed conflict to get a cooperation agreement signed. All it has to do is press the donor nations to change their policies that has placed Ethiopia between a rock and a hard place.
