Incentives can do but punishments or punitive action never help. Because you and your guys grew up being beaten, you think punishment of money or kind will make people comply. That is the versy flawed reasoning of this thug system. If you don't comply or obey, I will beat you, I will hit you, I will kill you...When are you going to civilize and grow up from punishment models? Ethiopians deserve better.
