First of all, the so-called diplomatic or consular service of the Eritrean dictator, whether in the West or elsewhere, does not exist to build relationships with its host country. Its sole purpose is to spy on Eritreans living in the diaspora and, of course, to collect money.
For example, when they establish an embassy in Angola, they plant spies to investigate who owns what. This information is then reported back to the dictator, who arbitrarily imposes taxes that these individuals are forced to pay.
Some even use their connections with the embassy to settle personal scores against people they dislike. They fabricate stories, claiming that an individual is opposed to the regime—even when that person has nothing to do with politics and simply minds his own business. Once such an individual arrives in Asmara, he may be detained straight from the airport and taken to a place from which he never reemerges.

So the eritrean dictator in short acts as a mob boss and not as a president of a nation where citizens actually have rights.
Eritreans, Ethiopians and other African refugees in Libya have been issued a near death sentence by the so-called leaders of the country, which will take effect in 9 days!!
