According to multiple interviews with Ambassador Herman J. Cohen—who played a key role in brokering peace between Ethiopia and Eritrea—Eritrea went above and beyond to give Ethiopia access to the sea. It was Ethiopia that chose to boycott Assab. After the 2018 peace deal, Eritrea even repaired the road from Assab to the Ethiopian border.

But Abiy Ahmed flipped the script, making outrageous ownership claims over Eritrean coastlines. This was never about sea access—it’s about reviving a 19th-century imperial fantasy.
